The review of the plan will continue through the electronic submission process (PDox). The following new protocols have been put in place to continue operations with reduced staff on site:
Electronic signature process: *NEW* To speed up and modernize plan processing, DPZ is pleased to begin accepting plan submissions for electronic signatures. The development review process will remain the same until the technically complete (TC) stage. Plan submissions will be electronically uploaded through ProjectDox (PDox) and forwarded electronically to all Agency reviewers for signature. This process provides a 3 week turnaround time for all signatures from the date of submission. DPZ expects, in some cases, a saving of 4 to 6 weeks compared to the current physical signature process. Appointment: *NEW*Applicants may request in-person or admissions appointments by contacting Melissa Maloney at [email protected]. Documents can also be scanned and emailed to DPZ using the link below, or submitted through a drop box as described below. DPZ will collect items from the drop box daily and process them from 8:30 a.m. to 11 a.m.
Paper and mylar submissions: *NEW*Residential Passage Permits and all physical plan submissions can be mailed to Howard County Planning and Zoning, 3430 Court House Drive, Ellicott City, MD 21043 or dropped off in the bin labeled “DPZ” in the lobby of the George Howard Building. Applicants may request an in-person appointment for article and mylar submission by emailing Melissa Maloney at [email protected].
Payments: *NEW* The cashier’s office is now open to the public for payment of fees. Candidates can also send their payment by mail, deposit their payment checks in the metal drop box located outside the George Howard Building, or place it in the DPZ drop box. Please secure payment in an envelope and send to the attention of the Planning and Zoning Department. Receipt forms can be completed digitally and once the check is received, DPZ staff will deposit it with the cashier. A copy of the receipt will be emailed upon applicant’s request.
Pre-submission community meetings: *NEW* In accordance with Centers for Disease Control and Prevention (CDC) guidelines that recommend limiting indoor gatherings, pre-submission community meetings should be held virtually. To satisfy the requirement under section 16.128(c)(1) of the Subdivision and Land Development Regulations, virtual pre-submission community meetings will require approval of an alternative compliance petition , provided additional steps are taken to enable expanded public contribution opportunities. . The Alternate Compliance Request should be emailed using the link below and should explain the alternate means of conducting the meeting.
Notification signs: Signs notifying the community of a project under consideration must be prepaid and can be picked up at the George Howard Building Reception, 3430 Court House Drive, Ellicott City, MD 21043, on appointment.
