Land Use Planning Division (DLD)
All subdivision and site development plans are reviewed through the electronic submission (PDox) process. Red lines are handled by the Development Engineering Division (DED). Please contact Jeff Pickett at [email protected] with questions regarding this process.
Electronic signature process: DPZ accepts plan submissions for electronic signatures. The development review process remains the same until the technically complete (TC) stage. Plan submissions are electronically uploaded through ProjectDox (PDox) and electronically routed to all Agency reviewers for signature. This process takes an average of 3 weeks for all signatures from the date of submission. This process saves 4-6 weeks in review time compared to the previous physical signing process. Appointment: Applicants may request an in-person admissions appointment by contacting Jennifer Wellen at [email protected] or Justin Schleicher at [email protected]. Documents can also be scanned and emailed to DPZ using the link below or submitted through a drop box as described below. DPZ will collect items from the drop box daily and process them from 8:30 a.m. to 11:00 a.m.
Paper and mylar submissions: Physical plan submissions can be mailed to Howard County Planning and Zoning, 3430 Court House Drive, Ellicott City, MD 21043 or dropped off in the trash can labeled “DLD” in the lobby of the George Howard Building. This bin is checked several times during the day and material intake processing takes place daily between 8:30 a.m. and 11:00 a.m. Documents filed at the specific request of DPZ staff are usually distributed to those staff on the same day. Applicants submitting payment or plans that have a same-day deadline are encouraged to make such submissions by 11:00 a.m. and contact DLD admissions staff directly to alert them. Applicants may also request an in-person appointment for paper and mylar submission with DLD admissions staff by emailing Jennifer Wellen at [email protected] or Justin Schleicher at [email protected]. Residential Passage Permits must be scheduled with DLD Reception Staff and DED Reception Staff ([email protected]).
Payments: Fees can be paid at the cashier’s desk. Candidates can also mail their payment, drop a check for payment in the metal drop box located outside the George Howard Building, or place it in the DLD drop box. Please secure payments in an envelope and send to the attention of the Planning and Zoning Department. Receipt forms can be completed digitally and once the check is received, DPZ staff will deposit it with the cashier. A copy of the receipt will be emailed at the applicant’s request.
Notification signs: Signs notifying the community of a project for consideration must be prepaid and can be picked up at the front desk of the George Howard Building, 3430 Court House Drive, Ellicott City, MD 21043.
